Method
Add phase A into a heat resistant glass beaker and heat to 150oF/65oC until the behentrimonium is melted. Add phase B into another heat resistant glass beaker and heat to the same temperature. Add phase B then to phase A and stir well to form an emulsion. Remove from the heat and cool to 120F/49C. Add cyclo-dimethicone and stir well. Then add all the remaining ingredients while stirring well after each ingredient. Adjust the ph value to 4-5.5 with citric acid. If necessary the viscosity can be adjusted with GelMaker EMU.
