In order to make a clear, translucent gel you can't use an emulsifier because an
emulsifier will always turn an oil/water solution into a hazy, white solution.
You have to use water and carbomer
as base and then you can add additional water-soluble ingredients. Since Carbomer has a low pH value (about 3), you'd have to add
triethanolamine to increase the pH
value so that Carbomer becomes thick and gel-like. Here is also a video:
