Generally, the amounts used for individual ingredients in cosmetic formulas are given in percentages. This allows then the formulator to convert them easily to weight units (either grams or ounces) based on the total amount of the product he/she wants to produce. For example, if you want to make 100g (3.5oz) of cream and one ingredient calls for 10% you'd add then 10g (10% of 100g) of that ingredient.
