International Nomenclature Cosmetic Ingredient (INCI) Names are the unique identifiers for cosmetic ingredients that are assigned by an International Nomenclature Committee in accordance with rules published in the most recent version of the International Cosmetic Ingredient Dictionary and Handbook, published by the Cosmetic, Toiletry, and Fragrance Association, Washington, DC, USA. These identifiers are recognized for ingredient labeling of personal care products in the United States, the European Union, and many other countries. Representatives of the European Commission, the U.S. Food and Drug Administration, the Canadian Ministry of Health, and Japan participate in the International Nomenclature Committee. Only names officially assigned by the Committee can be called INCI Names.

There are no special requirements or properties for an ingredient to get an INCI name. The INCI system is just a dictionary for cosmetic ingredients as the cosmetic industry wanted to use its own terminology of cosmetic ingredients, which is different from any other chemical or biochemical nomenclature system. Currently, the inventory of INCI-registered ingredients comprises more than 32,000 names and the list is continuously growing. Many countries, including the United States (but not Canada), Australia, Japan and the members of the European Union, require manufacturers of cosmetic ingredients to submit all new ingredients for registration in the INCI system. Manufacturers of cosmetic raw materials can apply for a new INCI name for new ingredients with the Personal Care Products Council. Assignment of an INCI Name is for cosmetic product ingredient identification purposes only, and does not indicate that the ingredient is safe for any particular use, nor that the use of the substance as a cosmetic ingredient complies with the laws and regulations governing such use in the United States of America or any other country.
